NAPA partners with industry leaders to increase passenger ship safety

NAPA has joined forces with more than twenty industry leaders and academic bodies, as part of the European Commission funded FLARE project to develop a risk-based methodology that will enable “live” flooding risk assessment and control for the passenger sector.

{mprestriction ids="1,2"}  By drawing on NAPA’s decades of safety expertise and the simulation capabilities of NAPA Emergency Computer, which assesses the vulnerability of an intact ship as well as its survivability in case of a flooding emergency, those in the flood risk workspace can improve their monitoring, assessment and analysis of a “live” flood, and in turn, accelerate ship-shore response. This will enhance the provision of vulnerability monitoring and survivability assessments across the passenger sector.

 Esa Henttinen, executive vice president at NAPA Safety Solutions, commented: “The concept for NAPA Emergency Computer arose from market demand in the cruise industry, and NAPA Loading Computer originated from collaboration with key stakeholders across the passenger sector.

“NAPA is leading this work into the mitigation of flood risk through similar customer and industry collaboration. Upon completion it is expected that this methodology will globally align key stakeholders to improve passenger ship safety by increasing its simulation capabilities, and providing more accurate assessments of external factors, such as traffic and volatility of weather conditions.”

The FLARE project commenced in June 2019 and is set to run for three years with the overall aim of developing a generic (all incidents in one model) and holistic (active and passive measures) risk model with potential application to newbuildings and new solutions to existing ships. The project has also received funding from the Horizon 2020 research and innovation programme.

Markus Tompuri, senior technical consultant at NAPA Safety Solutions and the NAPA lead on the FLARE project, commented: “The highest risk for personnel onboard passenger ships coming from flooding accidents, and as a number of recent incidents have shown, there is an acute need for decision support systems which can enhance the abilities of officers in crisis situations.

“Since its launch in 2015, NAPA Emergency Computer has become the industry benchmark for integrated decision support. It is used by almost all the major cruise lines, including Carnival Cruise Line, Royal Caribbean Cruise Lines, Norwegian Cruise Line, Viking Ocean Cruises, Genting Cruise Lines, Virgin Voyages, Saga Cruises, Hurtigruten and Lindblad Expeditions. Our partnership with FLARE will enable us to further study and enhance NAPA Emergency Computer’s assessments, and make passenger vessels substantially safer.”  {/mprestriction}

    ClassNK, Japan Marine United (JMU), and NAPA have completed a joint feasibility study on 3D model-based plan approval using 3D CAD models as part of their technical investigation project.

    Shipbuilding designs are gradually transitioning from 2D drawings to those designed with 3D CAD software. Classification societies, whose plan approvals are currently based mostly on 2D drawings, are also required to develop a scheme for 3D CAD models from their submission to their examination completion.

    This project was conducted to examine the technical development required in each process of plan approval by JMU, NAPA, and ClassNK to realise 3D model-based plan approval. In the feasibility study, ClassNK conducted a trial evaluation for hull structural design on a 3D CAD model of 300,000DWT ore carrier designed and created by JMU, using NAPA Designer, a 3D CAD software application for ship design developed by NAPA, as a 3D model viewer. Plan submission, storage, and notification of examination results were made using the Society's electronic plan examination system NK-PASS.

    The investigation concluded that information required for class approval can be confirmed through a 3D CAD model, and that "NK-PASS" is also compatible with 3D CAD models. The results of this survey will serve as a basis for future technical studies, and the Society will continue to work with the industry to realise 3D model-based plan approval.

    Mr. Hayato Suga, corporate officer and director of plan approval and technical solution division said “This study has proven the future potential of 3D model-based approvals. 3D based design can be the key to improving digital solutions in the ship industry, including the ship design process, approval process and later fleet maintenance. I hope that the entire industry will also quickly realise the many opportunities and increased efficiency that can be achieved as a result of this initiative. The vessels of the future will be able to accommodate much better and safer designs in shorter amounts of time.” 

  • JRC/Alphatron Marine reintroduces Marcom-A and ECDIS type specific training

    JRC/Alphatron Marine has installed new VSTEP simulators at its training facility in Rotterdam and re-introduced ECDIS Type Specific Training and Marcom-A training.

    The ECDIS Type Specific Training for both JRC and Wärtsilä (Transas) ECDIS is offered for an international audience in English and provides the required knowledge for the general use of the ECDIS as well as a detailed introduction to the system’s features.

    For ECDIS training, JRC/Alphatron Marine requires that the trainee has adequate experience on ECDIS and has accomplished the IMO Model Course 1.27

    The Marcom-A training represents the General Operating Certificate which allows users to operate maritime radio transmission equipment. Other facets of this study include the international GMDSS regulations, compulsory books, emergency procedures and daily use of the onboard equipment. Marcom-A training will be given only in Dutch and is certified by Dutch authority ILenT.

    Iridium Communications has announced that a Letter of Compliance was signed by the International Mobile Satellite Organization (IMSO), stating it has positively verified the operational and technical requirements as requested by the Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) for Iridium to provide Global Maritime Distress and Safety System (GMDSS) service.
